BBC Panorama exposes major shortfalls in home care provision. The program screened on 8^th of April clearly demonstrated how by driving down the costs of delivering care provided by independent home care agencies and by failure to introduce effective systems for monitoring the delivery of home care some councils were unwittingly creating an environment which has led to poor or unacceptable standards of care for the elderly.

After watching the program, Peter Longman commented. "The BBC has brought to the attention of the wider public a situation which many of us working in the sector have been aware of for some time. Pressures on the public purse mean providers are encouraged to submit increasingly unrealistic costs for service provision and inevitably corners are cut and the quality of care suffers".

Peter continues "in the 21^st Century effective monitoring of homecare delivery should be obligatory. Monitoring ensures services are delivered on time and for the planned duration. It also allows details of the type of care delivered to be recorded and fully audited giving peace of mind to relatives and the wider public that a minimum level of care is being provided - we are all getting older and I am sure would want that reassurance.
